GN 02210.020 Living in the same household - overpayment adjustment

Policy

Absent evidence to the contrary, persons at the same address (or receiving benefits through the same address) are considered in the same household. Disregard absences of a temporary nature (e.g., a student beneficiary whose address changes only because he is at school).

There is evidence to the contrary when, at the point the overpayment is discovered, the person's current address differs from that of other household members. In such a situation, same household cannot be assumed and development for purposes of priority of recovery efforts is necessary.
