RS 00605.023 Frozen Minimum Primary Insurance Amount (PIA) Recalculations and Recomputations

A. Policy applicable to recalculations and recomputations

1. Background information for calculations

The frozen minimum PIA is not subject to direct recalculation or recomputation. You may recompute or recalculate the underlying average indexed monthly earnings (AIME) PIA. If the resulting raw PIA (PIA before adding cost-of-living adjustments (COLAs)) is greater than the frozen minimum PIA of $122, establish the new PIA and add COLAs using the regular rules.

NOTE: For a recomputation to be effective, the recomputed PIA for the recomputation month must exceed the frozen minimum PIA for that month by at least $1.

2. Applicability

Recalculate or recompute the PIA only for the following reasons.

  • We changed the month of entitlement to a month where different computation rules apply.

  • We determined the month of entitlement after establishing a conditional month of entitlement.

  • We amended the earnings for a year or when the claimant reports additional earnings.

Do not give a recomputation or recalculation solely due to the beneficiary filing an annual report or giving a COLA, even if this information would result in a change in the PIA if it were available at the time of the initial PIA determination.

When you need a recomputation or recalculation for another reason; e.g., month of entitlement change, additional earnings, use all information related to the year, including the amount of the COLA and annual report information.
