RS 00605.075 DRCs and the Special Minimum

A. Policy

Delayed retirement credits may not be added to Special Minimum PIA. However, you can add DRC's to a lower RIB PIA based upon the N/H's AMW that may result in a higher benefit which may exceed the RIB based solely upon the special minimum PIA. The special mimimum PIA remains the PIA for the record. For the family maximum applicable to the Special Minimum PIA see tables in RS 00640.075. These maximums will still apply to other beneficiaries on the record.

B. Procedure

Increase the NH's benefit amount under the support PIA (AMW PIA) by DRCs. Compare this amount and the NH's benefit based on the special minimum PIA. Select the higher. Auxiliary benefits continue to be based on the special minimum PIA. Survivor rates are also based on the special minimum PIA maximum. Use the formula in RS 00615.756 if you need to establish different benefit rates for widow(er) and other survivor(s). Use the formula in RS 00615.710 when the widow(er) is paid based on the support PIA with DRC's and the remaining survivors are paid based on the maximum applicable to the special minimum PIA.
