RS 01505.022 Intergovernmental Personnel Act

The Intergovernmental Personnel Act Mobility Program provides for the temporary assignment
of personnel between the Federal Government and state and local governments, colleges
and universities, Indian tribal governments, federally funded research and development
centers, and other eligible organizations. Assignment agreements can be made for up
to two years, and may be intermittent, part-time, or full-time. The agency head, or
designee, may extend an assignment for an additional two years when the extension
will be to the benefit of both organizations.
Under the Intergovernmental Personnel Act, a Federal employee, with his or her consent,
may be assigned to a non-Federal organization either on detail or leave without pay
(LWOP). In either case, the assignee remains an employee of the Federal agency and
retains the rights and benefits attached to that status.
Non-Federal employees on detail to Federal agencies remain employees of their permanent
organizations for most purposes.
