RS 01602.102 The Railroad Retirement (RR) Employment Question on Benefit Applications

Applications for benefits all include a RR employment question, asking if the applicant or a spouse worked in RR employment for five (5) years or more. The response to the 5-year RR employment question on a benefit application determines if you need to develop RR earnings.

Claimant answers “no” (N) and Informational/certified Earnings Record System (ICERS) displays fewer than 5 years (60 months) of RR earnings.

No development required.

Claimant answers “no” (N) and ICERS displays 60 or more months of RR earnings

Development required if we use RR earnings to establish insured status or the amount of the primary insurance amount (PIA). RS 01602.305.

Claimant answers “yes” (Y) but ICERS displays less than 60 months of RR earnings

Development required unless the claimant agrees with the posted earnings after review. RS 01602.305.
