RS 02002.365 Processing Requests for Special Exceptions under the Agreement with Hungary

A. Process to request a special exception

An employer or self-employed worker who wishes to apply for a special exception must write to the agency in the country where the worker desires coverage.

1. United States coverage

If the worker desires U.S. coverage, send the request to:

Social Security Administration
Division of Training and Program Support
International Support Branch
P.O. Box 17741
Baltimore, Maryland 21235-7741
USA
Fax: (410) 966-1861
Request online: https://opts.ssa.gov

2. Hungarian coverage

If the worker desires Hungarian coverage, send the request to:

National Health Insurance Fund
H-1139 Budapest
Hungary
Váci út 73/A

3. Contents of letter requesting an exception

The letter requesting the exception should include:

  • an explanation of why either country should grant an exception; and

  • all of the required information to issue a certificate of coverage (see RS 02002.380).

The agency receiving the request coordinates with the other agency to request a special exception. When the other agency grants the exception, the agency of the country that covers the worker issues a certificate of coverage to serve as proof of exemption from coverage and taxes in the other country.
