DI 11020.040 Deferred Development - Childhood Disability Benefit (CDB) Claims

Do not defer the development of critical CDB eligibility factors. (See DI 11010.025 “Guidelines for Deferral of Non-Disability Development”.)

  • If there is a discrepancy or a material issue unresolved involving the insured status of the number holder (NH), or the relationship of the claimant to the NH, hold the CDB claim until the issue is resolved.

  • If a date of birth discrepancy is material, develop according to existing procedures.

  • Establish the nonmedical factors of entitlement (although proofs may not be developed) before requesting a medical determination by Disability Determination Services (DDS). However, if the Field Office (FO) learns at any time that a claimant whose CDB claim has already been forwarded to the DDS for a disability determination does not meet a nonmedical requirement, the FO should telephone the DDS immediately so that development can be stopped and the claim returned to their office.
