DI 39503.205 How the DDS Budget is Derived

The DDS budget request is a detailed estimate of the agency's administrative and operational costs for administering all of the SSA disability programs for the fiscal year. Such costs are derived by completing a workpower analysis for personnel costs and by estimating nonpersonnel costs on a line item basis. Each category of cost must be completely explained with respect to program objectives and the agency's plan of operation. Funds advanced to agencies for the operation of the disability programs, as a result of the budget request, shall be used only for necessary expenses as defined in the Financial Management subchapter of DI 39506.000. Disability determination service agencies, however, are free to shift funds from one cost category to another except as limited by this chapter and administrative comments accompanying the budget approval document, or other specific controls required by the regional commissioner.
