DI 52165.005 Workers' Compensation/Public Disability Benefits (WC/PDB) Offset Data on the Master Beneficiary Record (MBR)

The WC/PDB data on the MBR is used for taxation purposes and to determine if future action is necessary. If the MBR data is not correct, the case may not be identified for action or may be incorrectly identified.

A. WC/PDB MBR data fields

The MBR contains the data that is used to calculate WC/PDB offset, as well as, the displayed results of that calculation.

NOTE: Each affected individual beneficiary has an OFFSET Data Line on the MBR - see SM 00510.490.

B. Programs used to code WC/PDB on the MBR

1. Modernized Claims System (MCS) Earnings Computation (EC)

Initial claims processed through MCS automatically update the MBR with offset data. The same information is also available for propagation by Interactive Computational Facility (ICF) for post entitlement inputs.

2. ICF and Title 2 Redesign (T2R)

Post entitlement (PE) actions can be processed using ICF. The Claims Representative (CR) or a Claims Authorizer (CA)/Claims Technical Examiner (CTE) can enter the data. ICF processes the updates to the MBR through use of T2R or via MADCAP Direct Data Entry (MACADE) input.

3. MACADE

ICF inputs that are post entitlement (PE) limitations and ICF data coded for an A101 or EF10, propagate into MACADE. The Processing Center (PC) benefit authorizer (BA)/ benefit technical examiner (BTE) use MACADE to update the MBR with the coded ICF WC/PDB data. NOTE: A BA has limited capability to modify ICF WC/PDB data propagated into MACADE.

C. Updating the MBR for documentation

1. MBR data is incorrect

When the MBR data is incorrect, make the necessary inputs to correct it. Correct the error when it is found to prevent further errors and additional handling from erroneous alerts. T2R uses the account data information from the MBR when processing an action and, consequently, incorrect data on the MBR may lead to inaccurate results. 2. Updating WC/PDB data on the MBR when offset will not apply

Code the WC/PDB data in ICF or MCS EC, even if the disability insurance benefit (DIB) payment is not reduced. It is important for future actions. For example, if the current WC payment is too low to result in actual offset, we want the information about the WC claim to be present on the MBR to facilitate possible later benefit adjustments, due to changes in the WC payments.
