DI 80550.001 Case Processing and Management System - Overview

The Office of Hearings and Appeals (ODAR) Case Processing and Management System (CPMS) is a new system which allows most ODAR components to control and process cases and to produce management information. Non-ODAR field components can use CPMS to access current information about specific hearing cases. CPMS implementation began in the pilot sites in December 2003 and was completed in August 2004. It is one of the five major components of the electronic disability (eDib) effort. CPMS replaces the Hearing Office Tracking System (HOTS) for nearly all cases. The exceptions are requests for hearing under Title XVIII (Medicare). Currently, CPMS provides for tracking and processing the paper folder. As the electronic folder is implemented, CPMS will enable ODAR to interact with the electronic folder.

CPMS features significant enhancements for ODAR including:

  • Interactive screens,

  • Improved development tools,

  • Reduced manual processes,

  • Data propagation,

  • Automated scheduling techniques,

  • An automated information base,

  • A secure and centralized repository of data,

  • Hyperlinks to reference material,

  • Interfaces with other SSA systems,

  • Improved case controls, and

  • Improved management information.

CPMS provides the following case functions for hearings:

  • Case receipt,

  • Case development,

  • Case review,

  • Scheduling features,

  • Current information/status,

  • Disposition information, and

  • Management information.

This guide provides general information and procedures for CPMS.
