DI 80550.060 Workload Control Items

Workload control items help to ensure that all necessary actions are completed in a case. The actions that create workload control items are described below.

A. Schedule Event

1. Creation of Schedule Event

CPMS generates a workload control item when a schedule event is created, if no hearing date is entered. The item reminds the user to enter a hearing date. If a user enters a hearing date or changes the schedule status to “inactivated,” the item clears.

2. Scheduled Hearing Date Entered

If a user enters a hearing date and the assigned ALJ’s primary office is the owning office, CPMS creates a workload control item. This item reminds the user to enter hearing held information. The item is cleared if the hearing is postponed or a user enters hearing held information.

If a user enters a hearing date, but the assigned ALJ’s primary office is not the owning office, CPMS creates a workload control item for the scheduling office. The item reminds the office to resolve the issue of jurisdiction. The item is cleared if hearing held data is entered, if the case is postponed, or if the case is permanently transferred.

A workload control item that reminds the user to change the status code is created if a hearing date is entered. The item is cleared when a new status code is entered.

If the user enters a hearing date but not a notice sent date, CPMS creates a workload control item. The item reminds the user to send a notice. The item is cleared if the user enters a notice sent date, a postponement date, or hearing held information.

If a user enters a hearing date and notes that the claimant or the ALJ declined a video hearing, a workload control item is created. The item advises the user that a travel docket may be required. The item is cleared if the case is postponed or if a user enters hearing held information. A user can also clear the item using the “To Do” List.

Once a user enters the hearing date, the system creates a workload control item if the ALJ site is a remote site. The item reminds the user that travel vouchers need to be prepared. The item is cleared if the hearing is postponed or a user enters hearing held information. A user can also clear the item using the “To Do” List.

3. Hearing Postponed

If a hearing is postponed, CPMS creates a workload control item reminding the user to schedule a hearing. The item is cleared if a user creates a new schedule event. A user can also clear the item using the “To Do” List.

CPMS creates a workload control item to remind the user to change the CPMS status from SCHD if a hearing is postponed. A user can only clear the item by changing the status.

4. Notice Sent

CPMS creates a workload control item if a notice of hearing has been sent but the user has not entered acknowledgement dates. The item reminds the user to enter the acknowledgment date. The item is cleared if a user enters the acknowledgment dates, the hearing is postponed, or a user enters hearing held information. A user can also clear the item using the “To Do” List.

5. Required Services

CPMS creates a workload control item for each check in the [Hearing reporter], [Medical expert], [Vocational expert], [Interpreter], and [Other source] fields. The item reminds the user to obtain the services required for the hearing. CPMS clears it once the check is removed.

A workload control item is created for each entry in the [Needed language(s)] field. The item reminds the user to obtain the services of interpreter(s). The item is deleted when a user removes the check in the [Interpreter] field, or when the user removes the entry from the [Needed language(s)] field.

CPMS creates a workload control item for each entry in the [Needed specialty(s)] field. The item reminds the user to obtain the service of a medical expert with that specialty. CPMS deletes the item when a user removes the check in the [Medical expert] field or the entry from the [Needed specialty(s)] field.

CPMS creates a workload control item if the user selects a medical expert or vocational expert. The item reminds the user to prepare invoices manually. The item is cleared if the case is postponed or a user enters hearing held information. A user can also cleared the item using the “To Do” List.

6. New Representative

A workload control item is created if the claimant adds a new representative after a hearing date has been entered. The item reminds the user to revise the schedule event. A user can also clear the item using the “To Do” List.

B. Hearing Held-Pending

A workload control item is created for cases in Hearing Held-Pending status. CPMS clears the item when a user enters all required hearing information and changed the schedule event status to Hearing Held.

C. Hearing Held Entered

Once a user enters hearing held information, CPMS creates a workload control item to remind the user to change the CPMS status from SCHD. The item can only be cleared by changing the status.

If hearing held information is entered that includes the need for a subsequent hearing, CPMS creates a workload control item reminding the user to schedule a hearing. The item clears when a new schedule event is created or through the “To Do” List.

A workload control item is created if the expert that attended the hearing was other than the scheduled expert. The workload control item reminds the user that the invoice needs to be changed. It can be cleared using the “To Do” List.

D. Development Action Entered

When a user adds development action to a case, the system creates a workload control item. The item is clears when user enters a date in either the [Received date] or [Cleared date] field of the development action and saves the action.

If the [Assigned to] field for a development action is changed, the workload control item transfers to the employee whose name is now shown in the [Assigned to] field.

If the [Diary date] field for a development action is changed, the associated workload control item is also changed.

If a closed development action is reopened, CPMS establishes a new workload control item, unless the user enters a date in the [Received date] or [Cleared date] field and saves the action.

E. Workload Control Items for Cases with Congressional Interest

CPMS creates a workload control item when a user adds a congressional interest action to a case.

If the [Assigned to] field for a congressional interest action is changed, the workload control item transfers to the employee whose name is now shown in the [Assigned to] field.

If the [Diary date] field for a congressional interest action is changed, the associated workload control item is also changed. The item clears when a user enters a date in either the [Closed date] or [Cleared date] fields of the congressional interest action.
