Prior to October 1976 when one member of an eligible couple was an inmate or inpatient
of a medical treatment facility subject to a monthly FBR of $25 the computation of
benefits to the couple was:

Determine the appropriate FBR for the member of the couple not institutionalized (FBR
for an individual) and add the FBR for the institutionalized member of the couple
($75 quarterly/$25 monthly).

Subtract the countable income of the couple.

The result is the payment to the couple (quarterly/monthly).

When equal division of the monthly payment due the couple yields individual payments
of more than $25, payment to the institutionalized member is reduced to $25 and the remainder is paid
to the other member of the couple. When division of the monthly payment due the couple
yields payment of $25 or less to each member, equal payments are made to each.
