As explained in GN 00503.150, a decision to suspend a recipient's SVB pending payee development is not an initial determination subject to the administrative appeals process. Advance notice of the stop payment for representative payee purposes is not required, and as explained in SI 02301.300E, S08 stop-payment actions are exceptions to Goldberg/Kelly procedures.

Notices to advise the SVB recipient of the representative payee stop-payment action must be manually prepared. A copy of the notice will not be sent to legally incompetent beneficiaries but will be sent to all other SVB beneficiaries.
