DX 00201.010 Overview of the State Data Exchange Program

A. Overview of State Data Exchanges

The Social Security Administration (SSA) provides data electronically to states for use in determining entitlement and eligibility for federally-funded benefit programs,such as Medicare and Medicaid, subsidized housing, Supplemental Nutrition Assistance Program, and Temporary Assistance to Needy Families, as well as other federally-funded, state-administered benefit programs. SSA also provides electronic data to states for use in administering state-funded, state-administered benefit programs on a reimbursable basis. State agencies that receive SSA data must administer programs that meet our criteria for health or income maintenance programs.

B. State Data Exchange Agreements

Various types of agreements document the terms and conditions under which the source and the recipient agencies exchange data and the provisions under which the exchange occurs.

To receive SSA data to administer an eligible federally-funded, state-administered benefit program or an eligible state-funded, state-administered benefit program, the state or state agency must have a signed agreement

C. Regional Data Exchange Coordinators

Regional Data Exchange Coordinators (DEC) serve as the point of contact between the state agency and SSA’s State and Privacy Industry Agreements Branch (SPIAB) for initiating and maintaining state data exchanges. DECs shepherd agreements through the approval process and coordinate with SPIAB and other SSA Headquarter components, as necessary, throughout this process.
