Background

BACKGROUND:

RM 00299.070 coincides with RM 10205.092 (Returning Documents Submitted for an SSN Card). RM 10205.092 was revised following an audit, to instruct technicians to use the SSNAP receipt to return evidence documents to SSN applicants via mail. If SSNAP is unavailable, technicians are instructed to use form SSA 2880 on the Document Processing System to return evidence documents to SSN applicants via mail.

RM 00299.070 currently instructs technicians to complete form L-2880 using Inform, as previously indicated in RM 10205.092.

To remain consistent with updates to RM 10205.092, RM 00299.070 will be revised to instruct technicians on how to prepare form SSA 2880 when returning SSN card evidence documents to an applicant via mail, based on use of the Document Processing System (DPS).

SUMMARY:

Subsection A was revised to reflect gender neutral language.

Current Language : This form is used as a transmittal to return by mail evidence documents which an individual has submitted in connection with his application for a social security number. It advises him of the processing time for issuance of a card and indicates he should contact his nearest SSA office if he does not receive his card within that time frame.

Revised Language : If SSNAP is unavailable, this form is used as a transmittal to return, by mail, evidence documents which an individual has submitted in connection with an application for a Social Security Number (SSN). It advises the applicant of the processing time for issuance of an SSN card and indicates when to contact the nearest SSA office if the card is not received within the specified time frame.

Subsection B was revised to reflect preparation instructions based on the completion process in the Document Processing System (DPS).

Current Instructions: (based on the use of Inform)

1. Type or stamp the district office address beneath the legend “Social Security Administration” at the top of the form.

2. Type the applicant's mailing address in the lower left section of the form, adjacent to the dot. The form may be used with a window envelope.

3. Check the appropriate box(es).

4. Enter estimated central or local processing

Revised Instructions: (based on the use of DPS)

1. Select client/client information and input client information, as applicable

2. Search for form 2880 and select document.

3. Prepare document by selecting appropriate responses.

4. Review, print and send document to ORS.

SUBSECTION C currently reflects a link to form L-2880 in Inform.

Following the revision, SUBSECTION C was removed. For efficiency, a link to form 2880 in DPS will not be added. DPS is only available to technicians with security access. To minimize the likelihood of receiving ongoing broken link requests due to user accessibility, the link to DPS will not be included. It is more efficient for technicians to access DPS independently

 

RM 00299.070 Form SSA-2880 Form for Returning Documents Submitted as Evidence in Support of SSN Applications

A. Use of Form

If SSNAP is unavailable, form SSA-2880 is used as a transmittal to return, by mail, evidence documents that an applicant submits in connection with an application for a Social Security Number (SSN). This form advises the applicant of the processing time for issuance of an SSN card and indicates when to contact the nearest Social Security office if the card is not received within the specified time frame.

Note: 

form SSA-2880 is available on the Document Processing System (DPS).

B. Preparation of Form

    Select client/client information and input client information, as applicable.

    Search for form 2880 and select document.

    Prepare document by selecting appropriate responses.
