This EM provides guidance to users experiencing trouble accessing the PACER application beginning Monday, February 1, 2016.
When the Department of the Treasury consolidated the Financial Management Service and Bureau of Public Debt into the Bureau of Fiscal Service (Fiscal Service), they began consolidating and migrating both of their infrastructures or servers into one. This means that Fiscal Service will now have one infrastructure/server housing all of their combined data. Because of this, Fiscal Service will need to create a new internet protocol (IP) address for its infrastructure or server on their PACER application.
Fiscal Service plans to begin the consolidation and migration on the PACER application on Saturday, January 30, 2016.
Due to this consolidation and migration of their infrastructures or servers, your access to PACER may be affected beginning Monday, February 1, 2016.

C. Procedures for users with affected PACER access
If you are unable to access PACER beginning Monday, February 1, 2016, please call the Fiscal Service’s help desk number at 304-480-7777. They will assist you in regaining your access into the PACER application.
DO NOT call SSA’s helpdesk. Direct all questions to the Fiscal Service help desk should your access be affected beginning Monday, February 1, 2016.
