    A. Purpose
      This emergency message (EM) is to notify SSA field offices that Customs and Border Protection (CBP) is beginning a pilot program in which they are no longer placing an Admit Stamp on the I-94 printout or in the foreign passport.

    B. Background
      Effective April 2013, CBP no longer issued the white card stock I-94 version to air and sea travelers at U.S. ports of entry, except for certain travelers. The CBP inspection officer placed an admission stamp on the passport and provided the traveler with an I-94 Automation Tear sheet that instructs travelers to request an I-94 printout (See RM 10211.135).
    C. Field Office Temporary Instructions

      During the United States Citizenship and Immigration Services (USCIS) pilot program, we will accept an I-94 printout as evidence of non-immigrant status, as long as it verifies through USCIS’ Systematic Alien Verification for Entitlements (SAVE) Program (See RM 10214.100). CBP will not place the Admit Stamp in the foreign passport for those that entered through the Ports of Entry (POEs) participating in the pilot.

      CBP will provide the applicant with an I-94 fact sheet that offers the applicant a link to access the I-94 printout.

      Once the applicant presents the I-94 printout and their foreign passport, the Field Office (FO) should process the case using normal verification procedures.

Direct all program-related and technical questions to your Regional Office (RO) support staff or Program Service Center (PSC) Operations Analysis (OA) staff. RO support staff or PSC OA staff may refer questions, concerns, or problems to their Central Office contacts.
