A. Purpose
The purpose of this emergency message (EM) is to inform Social Security Field Office (FO) technicians and Disability Determination Services (DDS) adjudicators regarding updates for processing Expedited Reinstatement (EXR) denial notices.

B. Background
Previously, when DDS denied a request for EXR, FO technicians prepared and sent the denial notice and included a Personalized Disability Explanation (PDE) provided by DDS. Effective March 25, 2023, FO technicians will no longer send the denial notice and PDE. Disability Case Processing System (DCPS) changes now allow the DDS adjudicators to automatically send the denial notice.


C. DDS EXR Denial
Process a denial for the request for EXR if:

    · The current impairment is not the same as or related to those impairments which formed the basis of the individual's most recent disability entitlement, or
    · The individual has experienced medical improvement related to the ability to work, or
    · The individual fails to cooperate.
Upon case closure, send the denial notice to the claimant and return the case to the FO.

D. FO EXR Denial
When DDS issues an unfavorable medical determination on an EXR request, DDS will mail the denial notice to the claimant, and the determination appears on the Electronic Disability Collect System (EDCS) action items list. The notice is stored in the electronic folder. For instructions on processing EXR denials and provisional benefit termination, see DI 13050.065B.3.

Direct all program-related and technical questions to your Regional Office (RO) support staff using vHelp or Program Service Center (PSC) Operations Analysis (OA) staff. RO support staff or PSC OA staff may refer questions, concerns or problems to their Central Office contacts.
