Background

This is a QAT. This revision does not change policy or procedure. ODD was asked to bring the written guidance in POMS into alignment with the current business practice with the submission of the DDS MORs.

A few years ago, ODD created a web-based environment, called eMOR, to house, and allow for the submission, of the monthly MOR reports submitted by the state DDS and SSA regional offices.

 

Summary of Changes

DI 39506.260 Monthly Obligations Report and Forecast

In order to accommodate the change to a web-based reporting environment, we are looking to change the following section:

"SSA central office will provide the regions with a recommended format for submitting the MOR report. The MOR is due 30-days after the close of each month. The reports should be submitted electronically via email to the appropriate fiscal analyst in the Office of Disability (OD), Division of Field Disability Operations (DFDO), Resource Management Branch (RMB)."

And will change it to the following:

"Upon review of the MOR reports submitted by the states, the regions will electronically submit the MOR reports via the eMOR website. The MOR is due on the 25th of each succeeding month."

This change will capture the fact that the MOR is now submitted electronically instead of via email, while removing out-of-date references to the SSA office structure.

DI 39506.260 Monthly Obligations Report and Forecast

A. Policy - DDS Responsibility

The DDSs will provide the regional office with a monthly report of actual and projected obligations for the cost categories reported on the quarterly SSA-4513 (e.g., personnel costs, medical costs, indirect and all other non-personnel costs, etc.). The regional office establishes the due date for submitting the Monthly Obligations Report (MOR).

B. Policy - Regional Office Responsibility

Upon review of the MOR reports submitted by the states, the regions will electronically submit the MOR reports via the eMOR website. The MOR is due on the 25th of each succeeding month.
