    A. Purpose
      The purpose of this Emergency Message (EM) is to inform Social Security Field Office (FO) technicians about manual Notice of Supplemental Security Income Underpayment to Survivor.

      B. Background
        Previously, when informing survivors of deceased Supplemental Security Income (SSI) eligible individuals of a due underpayment via manual notice, technicians issued SSA-L8166-U2, a free-format, all-purpose notice. The Notice of Supplemental Security Income Underpayment to Survivor replaces the SSA-L8166-U2.

        C. New Procedures

          · Effective immediately, technicians will issue a Notice of Supplemental Security Income Underpayment to Survivor in cases requiring a manual notice of underpayment to survivors.

          · The Notice of Supplemental Security Income Underpayment to Survivor is found in the Document Processing System (DPS), under the national and general tabs.



      Direct all program-related and technical questions to your Regional Office (RO) support staff using vHelp or Program Service Center (PSC) Operations Analysis (OA) staff. RO support staff or PSC OA staff may refer questions, concerns or problems to their Central Office contacts.
