A. Purpose
The purpose of this emergency message (EM) is to announce that the Office of Refugee Resettlement (ORR) began issuing an ORR Verification of Release (VOR) Card and a VOR Form R-1 to unaccompanied children in December of 2023.
If an enumeration applicant does not possess a higher priority identity document (RM 10210.420), SSA will accept VOR Cards and VOR Forms R-1 documents as third level identity documents after telephone verification with ORR.
Do NOT use these documents as proof of age, lawful status, or evidence of a valid nonwork reason.
B. Background
Unaccompanied children apprehended by the Department of Homeland Security (DHS) immigration officials are transferred to the care and custody of ORR. ORR has policies and procedures in place to ensure the care and safety of unaccompanied children who are apprehended in the United States without immigration status, or a parent or legal guardian. These policies require the timely release of children to qualified parents, guardians, relatives, or other adults, referred to as “sponsors.”
When ORR releases an unaccompanied child to a sponsor, ORR issues a VOR card and a VOR Form R-1, which SSA uses as third level proof of identity if no higher priority document is available. Technicians must validate or authenticate the ORR VOR document(s) via telephone prior to clearing the enumeration application. The National Identity Document Database (NIDD) contains examples of these documents, and the Social Security Number Application Process (SSNAP) Proof of Identity screen lists them as third level identity documents.
NOTE: If presented an ORR or Office on Trafficking in Persons (OTIP) letter indicating the applicant is a Victim of Severe Forms of Trafficking (VSFT) continue to follow RM 10211.075H.
C. Verification Process for the ORR VOR Card and VOR Form R-1 When Using Them as a 3rd Level Identity
IMPORTANT: Neither the VOR Card nor VOR Form R-1 displays an expiration date. Policy states that documents without expiration dates are valid for 4 years for children and 2 years for adults from the date of issuance. In SSNAP, use the issuance date on the VOR card or the date listed on the VOR Form R-1 to determine the expiration date.
When an applicant presents an ORR VOR Card or VOR Form R-1 as evidence of identity for a Social Security Number card application, take the following steps:
1. Verification of a VOR Card and VOR Form R-1 via telephone
Verify the VOR card and VOR Form R-1 by calling the ORR National Call Center (NCC) at 1-800-203-7001 and follow the prompts as directed.
Note: The NCC will only confirm if the child was released from ORR custody but may not disclose any other information about the child.
2. Coding the VOR Card and VOR Form R-1 in SSNAP
SSNAP lists the VOR Card and VOR Form R-1 as third level identity documents for the child when the NCC authenticates the card or form.
IMPORTANT: Do NOT use the VOR documents if the NCC does NOT authenticate or validate them. If this occurs ask the applicant to provide a different form of identification.
Note: The individuals must provide additional document(s) proving age and lawful immigration status or evidence of a valid nonwork reason.
