This emergency message provides temporary instructions for responding to inquiries from Title II beneficiaries alleging their state administered benefits have stopped because they moved to the state of California.
On April 19, 2021, SSA received reports from several State Data Exchange Partners regarding a Beneficiary and Earnings Data Exchange (BENDEX) transmission issue.

If you receive an inquiry from a beneficiary about their state benefits terminating or other negative actions (e.g. stopping Medicare Buy-In), refer the caller to the appropriate state agency that took the adverse action.
C. Instructions for Field Offices (FO)
For example, if the BENDEX transmission erroneously terminated the Arizona state buy-in benefits, the caller should contact the state of Arizona, not California.
The BENDEX National Transmission Issue is a coding change. The Master Beneficiary Record (MBR) will not reflect a physical address or state and county code change.
Direct all program-related and technical questions to your Regional Office (RO) support staff. RO support staff may refer questions, concerns or problems to their Central Office contacts.
