Summary of Changes
RM 03809.004 General Scouting Instructions
Updated the format for this POMS section.
If the correct SSN is located:
Annotate the SSN and any multiple SSN on the source document.
Annotate the source document in the system with remarks stating "Unable to locate" the SSN.
Review the case material and compare the allegations on the incomeing correspondence with the information contained on the MEF or SSA-1826 printout.
Scout the MEF printout per RM 03809.006.
Perform all general or specific scouting requested or deemed necessary in accordance with the appropriate instructions contained in this chapter.
Allegations are not met because missing SEI items are involved-Scout per RM03809.034
Allegations are not met because of multiple postings for the same employer-Scout per RM
Excess credit is involved-Scout per RM 02200 ff.
Lag earnings alleged-Scout per RM 03809.045
If the source documentation suggests that the earnings may have been posted to the earning record incorrectly, use the appropriate scouting methods to veriy the wages per RM 03809.007.
If the wages are correct, annotate "NAN" om the "Remarks" section of the Earnings Case Mangement System (ECMS).
If a wage correction is requaired, annotate the "Remarks" section with the action taken and process the case to completion.
In all cases where a scouted record is unavailable, annotate the ECMS "Remarks" screen to this effect.
