Background

In January 2023, we received AC approval for changes to GN 03910.040 and published the section. As part of the revision, we changed the process so that technicians will no longer return invalid appointment forms. We also need to change similar language in this POMS section. The notice language in DPS has been changed to match the change of the process.

GN 03905.055 Invalid Appointment Forms

A. When to use

Sometimes representatives submit notices of appointment (e.g. form SSA-1696 or "equivalent writing") before a claimant submits an application for benefits. In other cases, the notice of appointment is missing information needed to process the appointment. When we receive these early or incomplete notices of appointment, we will not return them. Instead, we will notify the sender of the error using the following language available in the Document Processing System (DPS). Technician can find the full notices by title on DPS.

If your client intends to file a claim for benefits, an appeal or other matter, or you submitted an iClaim on their behalf, please re-submit your documents once this matter is filed.

Please resubmit your appointment forms after your client files a matter, such as a claim for benefits with us. If you submitted an iClaim on your client’s behalf, please resubmit your appointment forms after the iClaim has been properly signed.
