Background

The Social Security Administration (SSA) established the Enumeration Beyond Entry (EBE) program in coordination with the Department of Homeland Security’s (DHS) U.S. Citizenship and Immigration Services (USCIS). EBE is an automated SSN application process that electronically transmits collected data from USCIS’ Form I-765 (Application for Employment Authorization) to SSA for issuing an SSN card. The EBE process allows the applicant to bypass a visit to a SSA field office to apply for an SSN. This transmittal updates our instructions.

RM 10205.001 How to Apply for a Social Security Card

A. Enumeration using SSNAP or Form SS-5

An individual must properly complete and sign an application for a Social Security card to:

  • obtain an original SSN;

  • obtain a new (different) SSN;

  • obtain a replacement SSN card;

  • correct information on the electronic record (Numident), even though a replacement card is not requested;

  • receive a replacement card when the name on the card was misspelled, garbled, or incomplete due to an FO keying error or computer malfunction in the card printing process and more than 45 days have passed since the cycle date. See Incorrect SSN Card is Not Retrieved or the Request for Name Correction on the SSN Card is More than 45 Days After the Cycle Date, RM 10215.060; or

  • receive a replacement card when the applicant alleges non-receipt and the requirements for an FO-prepared application are not met. See Non-Receipt of an SSN Card, RM 10215.060.

A person completing an application may either:

  • complete, sign, and mail Form SS-5 (Application for a Social Security Card) to a FO or have a third party take Form SS-5 to a FO on his or her behalf , or

  • file an application electronically through SSNAP during an in-office interview.

IMPORTANT: Enter an application for an SSN cards expeditiously. Process a properly completed Form SS-5 received with all required evidence as soon as is reasonably possible, preferably on the same day it is received.

B. Enumeration at Birth

The birth registration form signed by the parent of a newborn requesting an SSN as part of the State's birth registration process is considered an application for an SSN.

C. Enumeration at Entry

We consider the enumeration data transmitted to SSA by the Department of Homeland Security (DHS) under the Enumeration at Entry (EAE) process an application for an SSN.

D. Enumeration Beyond Entry

The enumeration data transmitted to SSA by U.S. Citizen and Immigration Services (USCIS) under the Enumeration Beyond Entry (EBE) process is also considered an application for an original and replacement SSN card.

E. Internet Social Security Number Replacement Cards (iSSNRC)

An applicant for a replacement SSN card may apply online if he or she has a mySocialSecurity account and meets the requirements in Internet SSN Replacement Cards (iSSNRC) RM 10205.630B.

RM 10205.100 How Long Does it Take to Get an SSN Card?

The following information may be helpful for individuals who are interested in knowing when they may expect to receive their SSN card.

  • SSN cards are mailed from a central location based on the information entered into the enumeration processing system at the field office (FO) or Social Security card center (SSCC).

  • The applicant should receive the SSN card in the mail within 2 weeks of the FO submitting a complete application, including documentation of all required evidence.

If the applicant does not receive his or her SSN card within 2 weeks, he or she should notify the FO.

An applicant who applies for an original or a replacement SSN card through Enumeration Beyond Entry (EBE) should receive the card in the mail no later than 7 business days after he or she received Employment Authorization Document (EAD) form U.S. Citizenship and Immigration Services (USCIS). For further information about EBE process, see RM 10205.700.

NOTE: The 2-week period does not include the time needed to verify documents with the issuing agency

If documents need verification, advise the applicant that verifying documents with the issuing authority could take several weeks to several months. When we receive verification of the documents, we will process the application and the applicant should receive their SSN card within 2 weeks of the date we process the application.
