Background

This POMS sections provides information on the Regional Financial Centers (RFCs) that print and mail Title XVI (SSI) check payments. Determining the issuing RFC for Title XVI checks

The Payment Integrity and Resolution Services, formerly the National Payment Integrity and Resolution Center (NPIRC), is the consolidated nationwide service center for all misdirected payment activities and the backup site to the Federal Disbursement Services, formerly the National Payment Center of Excellence (NPCE), for payment disbursement and print production.

The Payment Integrity and Resolution Services and the Federal Disbursement Services both print and mail Title XVI checks. The first digit of the recipient’s mailing address ZIP code printed on the check will help determine the issuing Regional Financial Center (RFC). If the ZIP code begins with "4", then the first two digits will be considered.

NOTE: Forward any returned checks to the Payment Integrity and Resolution Services regardless of the ZIP code displayed. The Federal Disbursement Services no longer processes returned checks.

In the event of a mass loss, the information in the following chart will help you determine which RFC printed and released a Supplemental Security Income (SSI) monthly check:
