This Emergency Message (EM) provides guidance for processing the Supplemental Security Income (SSI) records affected by Comerica’s 05/31/2019 returned funds error.
On May 31, 2019, Comerica erroneously returned 585 SSI recipients June 2019 benefit payments for Whereabouts Unknown. These payments should have posted to the recipients Direct Express card, but were rejected due to an internal database issue with Comerica Bank. The affected Supplemental Security Income Records (SSR) are now in an S06 suspense status and the returned funds annotated in the PMTH field.
C. Identifying Affected Recipients
Affected recipients will be in a suspense status of “S06” and their 06/01/2019 benefit payment will reflect a “/” symbol in the PMTH field indicating that the funds have been returned.
SI 02301.240.C1 Whereabouts Unknown (S06) requires that the local office contact the beneficiary/recipient by telephone when an account goes into S06. We are waiving this requirement because Comerica has an automated call to the affected recipients scheduled for noon ET on June 6, 2019. The message will advise the recipients that there was a problem processing their June 1st SSI benefit payment and to contact their local SSA office for assistance. All cardholders with a valid number on file with Comerica should receive this call. Treasury has shared a spreadsheet listing the demographic information for all of the affected recipients – approximately 54 recipients do not have phone numbers listed and will not receive the automated call from Comerica. OPSOS will release this spreadsheet to the Regional Coordinators for dissemination to the local field offices. This spreadsheet contains PII and should be shared on an “as needed’ basis. Local offices should not share this spreadsheet with members of the public under any circumstances.
