PROGRAM OPERATIONS MANUAL SYSTEMPart GN – GeneralChapter 017 – Totalization BenefitsSubchapter 13 – Agreement with BelgiumTransmittal No. 4, 06/24/2021
The Office of Data Exchange, Policy Publications, and International Negotiations is now responsible for negotiating and implementing bilateral Social Security agreements. Accordingly, we are revising existing Totalization POMS sections to account for new component names, addresses, and workload processes. We also updated these instructions to meet the Agency's plain language requirements.
Summary of Changes
GN 01713.225 Requests for Status of Application for Belgian Benefits
We created this new section to provide instructions for handling requests for status of Belgian benefit claims filed in the United States with the Social Security Administration, Division of International Operations.
When the Division of International Operations (DIO) forwards claims material (such as information about a Belgian claim, certified copies of evidence, or a copy of the worker’s U.S. coverage record) to Belgium, the Benefit Earnings Technician (BET) electronically stores the claims material in the Paperless Processing Center (PPC) system in DIO before forwarding the claim to the Belgian agency. The system automatically generates a claims status notice that the BET sends to the applicant. The notice informs the applicant that the claims material was forwarded to Belgium.
If an applicant contacts the Social Security Administration (SSA) for status of his or her claim for Belgian benefits and states that he or she has not received notification that DIO forwarded the claim to the Belgian agency, check the PPC system. NOTE: Field offices are able to check the PPC system through the Paperless ROQS (Read Only Query System), accessible via iMain.
If PPC does not show that DIO forwarded the claim to Belgium, advise the applicant to write directly to DIO at the following address:
If PPC shows that DIO forwarded the claim to the Belgian agency, advise the applicant to contact the Belgian agency directly. Applicants can find contact and other information online at:
Office national des pensions
Rijksdienst voor pensioenen (National Pension Office)
Rijksdienst voor Sociale Zekerheid
Office National Sécurité Sociale (National Office for Social Security)
DIO is unable to determine the status of Belgian claim after a technician forwards the claim to Belgium. For more information about status requests for Totalization claims, see GN
