Background

The Office of Data Exchange, Policy Publications, and International Negotiations is now responsible for negotiating and implementing bilateral Social Security agreements. Accordingly, we are revising existing Totalization POMS sections to account for new component names, addresses, and workload processes. We also updated these instructions to meet the Agency's plain language requirements.

We created this new section to provide instructions for handling requests for status of claims for German benefits filed in the United States with the Social Security Administration, Division of International Operations.

A. Automatic status notice for an application for German benefits

When the Division of International Operations (DIO) forwards information about a German claim, certified copies of evidence, and a copy of the worker’s U.S. coverage record to Germany, the Benefit Earnings Technician (BET) electronically stores the claims material in the Paperless Processing Center (PPC) system in DIO before forwarding the claim to the German agency. The system automatically generates a notice that the BET sends to the applicant.

B. Applicant requests status of a German claim

If an applicant contacts the Social Security Administration (SSA) for status of his or her claim for German benefits and states that he or she has not received notification that DIO forwarded a claim to the German agency, check the PPC system. NOTE: Field offices are able to check the PPC system through the Paperless ROQS (Read Only Query System), accessible via iMain.

1. PPC does not show DIO forwarded the claim to Germany

If PPC does not show that DIO forwarded the claim to Germany, advise the applicant to contact DIO directly at the following address:

2. PPC shows DIO forwarded the claim to Germany

If PPC shows that DIO forwarded the claim to the German agency, advise the applicant to contact the German agency directly. Applicants can find contact and other information online at:

DIO is unable to determine the status of a German claim after a technician forwards the claim to Germany. For more information about status requests for Totalization claims, see GN 01702.520.
