PROGRAM OPERATIONS MANUAL SYSTEMPart GN – GeneralChapter 017 – Totalization BenefitsSubchapter 25 – Agreement with the NetherlandsTransmittal No. 2, 06/24/2021
The Office of Data Exchange, Policy Publications, and International Negotiations is now responsible for negotiating and implementing bilateral Social Security agreements. Accordingly, we are revising existing Totalization POMS sections to account for new component names, addresses, and workload processes. We also updated these instructions to meet the Agency's plain language requirements.
Summary of Changes
GN 01725.225 Requests for Status of Application for Dutch benefits
We created this new section to provide instructions for handling status requests for applications for Dutch benefits filed with the Social Security Administration, Division of International Operations.
When the Division of International Operations (DIO) forwards claims material (such as information about a Dutch claim, certified copies of evidence, or a copy of the worker’s U.S. coverage record) to the Netherlands, the Benefit Earnings Technician (BET) electronically stores the claims material in the Paperless Processing Center (PPC) system in DIO before forwarding the claim to the Dutch agency. The system automatically generates a status notice that the BET sends to the applicant. The notice informs the applicant that DIO forwarded the claims material to the Netherlands.
If an applicant contacts the Social Security Administration (SSA) for status of his or her claim for Dutch benefits and states that he or she has not received notification that DIO forwarded the claim to the Dutch agency, check the PPC system. NOTE: Field offices are able to check the PPC system through the Paperless ROQS (Read Only Query System), accessible via iMain.
If PPC does not show that DIO forwarded the claim to the Netherlands, advise the applicant to write directly to DIO at the following address:
If PPC shows that DIO forwarded the claim to the Dutch agency, advise the applicant to contact the Dutch agency directly. Applicants can find contact and other information online at:
Ministerie van Sociale Zaken
en Werkgelegenheid (Ministry of Social Affairs and Labor)
Sociale Zekerheid (Social Security)
Verzekeringsbank (The Social Insurance Bank)
Werknemersverzekeringen (National Institute for Social Security)
DIO is unable to determine the status of a Dutch claim after a technician forwards the claim to the Netherlands. For more information about status requests for Totalization claims, see GN 01702.520.
