Background

The Office of Data Exchange, Policy Publications, and International Negotiations is now responsible for negotiating and implementing bilateral Social Security agreements. Accordingly, we are revising existing Totalization POMS sections to account for new component names, addresses, and workload processes. We also updated these instructions to meet the Agency's plain language requirements.

We updated this section to account for a change to the system used to store copies of Totalization claims for benefits taken in the United States.

GN 01711.225 Requests for Status of Applications for Norwegian Benefits

A. Automatic status notice for an application for Norwegian benefits

When the Division of International Operations (DIO) forwards information about a Norwegian claim, certified copies of evidence, and a copy of the worker’s U.S. coverage record to Norway, the Benefit Earnings Technician (BET) electronically stores the claims material in the Paperless Processing Center (PPC) system in DIO before forwarding the claim to the Norwegian agency. The system automatically generates a notice that the BET sends to the applicant.

B. Applicant requests status of a Norwegian claim

If an applicant contacts the Social Security Administration (SSA) for the status of his or her claim for Norwegian benefits and states that he or she has not received notification that DIO forwarded a claim to the Norwegian agency, check the PPC system. NOTE: Field offices are able to check the PPC system through the Paperless ROQS (Read Only Query System), accessible via iMain.:

1. PPC does not show DIO forwarded the claim to Norway

If PPC does not show that DIO forwarded the claim to Norway, advise applicant to write directly to DIO at the following address:

2. PPC shows DIO forwarded claim to Norway

If PPC shows DIO forwarded the claim to the Norwegian agency, advise the applicant to contact the Norwegian agency directly. Applicants can find additional contact and other information online at:
