Background

The Office of Data Exchange, Policy Publications, and International Negotiations is now responsible for negotiating and implementing bilateral Social Security agreements. Accordingly, we are revising existing Totalization POMS sections to account for new component names, addresses, and workload processes. We also updated these instructions to meet the Agency's plain language requirements.

Summary of Changes

GN 01727.225 Requests for Status of Applications for Portuguese Benefits

We created this new section to provide instructions to the field office for handling requests for status of claims for Portuguese benefits filed in the U.S.

GN 01727.225 Requests for Status of Applications for Portuguese Benefits

A. Automatic status notice for an application for Portuguese benefits

When the Division of International Operations (DIO) forwards information about a Portuguese claim, certified copies of evidence, and a copy of the worker’s U.S. coverage record to Portugal, the Benefit Earnings Technician (BET) electronically stores the claims material in the Paperless Processing Center (PPC) system in DIO before forwarding the claim to the Portuguese agency. The system automatically generates a notice that the BET sends to the applicant.

B. Applicant requests status of a Portuguese claim

If an applicant contacts the Social Security Administration (SSA) for status of his or her claim for Portuguese benefits and states that he or she has not received notification that DIO forwarded a claim to the Portuguese agency, check the PPC system. NOTE: Field offices are able to check the PPC system through the Paperless ROQS (Read Only Query System), accessible via iMain.

1. PPC does not show DIO forwarded the claim to Portugal

If PPC does not show that DIO forwarded the claim to Portugal, advise the applicant to write directly to DIO at the following address:

Social Security Administration
OEIO - DIO
P. O. Box 17769
Baltimore, Maryland 21235 - 7769
USA

2. PPC shows DIO forwarded the claim to Portugal

If PPC shows DIO forwarded the claim to the Portuguese agency, advise the applicant to contact the Portuguese agency directly. Applicants can find contact and other information about Portuguese benefits online at:

Institute of Solidarity and Social Security

DIO is unable to determine the status of a Portuguese benefits claim after a technician forwards the claim to Portugal. For more information about status requests for Totalization claims, GN 01702.520.
