A. Purpose
The purpose of this Emergency Message (EM) is to provide guidance on the implementation of a first-of-its-kind commemorative Social Security Number (SSN) card celebrating the special 250th anniversary of American independence including the official Freedom 250 logo for SSN cards issued through Enumeration at Birth (EAB).
B. Background
The Social Security Administration (SSA) has announced a unique commemorative Social Security card for children born in the United States between July 2 and December 31, 2026, in recognition of the 250th anniversary of American independence. These limited-edition cards will function the same as standard Social Security cards but will include the official Freedom 250 logo in black ink, signifying the recipient’s birth during the nation’s 250th year.
These commemorative cards will be available through the EAB program, which allows parents at hospitals, birthing centers, or those assisted by licensed midwives to request a Social Security number during the birth registration process.
C. Policy
The following policy provisions apply:
· Applicability: Only original SSN cards issued through the EAB program for children born in the United States between the specified issuance period will have the commemorative logo.
· Issuance Period: The SSN card with the commemorative logo will appear on EAB-issued SSN cards processed from July 2, 2026 through December 31, 2026.
· Exclusions: Replacement cards, original SSN cards issued through other processes, and EAB cards issued outside of the designated issuance period, will not feature the commemorative logo.
· Card Functionality: SSN cards with the commemorative logo are fully valid and functionally identical to standard SSN cards, with the only difference being the inclusion of the Freedom 250 logo.
