Background

This Quick Action Transmittal does not change agency policy or procedure. The Office of Data Exchange, Policy Publications, and International Negotiations is now responsible for negotiating and implementing bilateral Social Security agreements. Accordingly, we are revising existing Totalization POMS sections to account for new component names, addresses, and workload processes. We also updated these instructions to meet the Agency's plain language requirements.

We updated this section to clarify the instructions for handling claims for Japanese benefits filed with the Social Security Administration, Division of International Operations.

GN 01745.225 Requests for Status of Application for Japanese Benefits

A. Automatic status notice for an application for Japanese benefits

When the Division of International Operations (DIO) forwards claims material (such as information about a Japanese claim, certified copies of evidence, or a copy of the worker's U.S. coverage record) to Japan, a Benefit Earnings Technician (BET) electronically stores the claims material in the Paperless Processing Center (PPC) system in DIO before forwarding the claim to the Japanese agency. The PPC system automatically generates a notice that the BET sends to the applicant. The notice informs the applicant that DIO forwarded the claims material to Japan.

B. Applicant requests status of a Japanese claims

If an applicant contacts the Social Security Administration (SSA) for status of his or her claim for Japanese benefits and states that he or she has not received notification that DIO forwarded the claim to the Japanese agency, check the PPC system. NOTE: Field offices are able to check the PPC system through the Paperless ROQS (Read Only Query System), accessible via iMain.

1. PPC does not show that DIO forwarded the claim to Japan

If PPC does not show that DIO forwarded the claim to Japan, advise the applicant to write directly to DIO at the following address:

2. PPC shows that DIO forwarded the claim to Japan

If PPC shows DIO forwarded the claim to the Japanese agency, advise the applicant to contact the Japanese agency directly. Applicants can find contact and other information online at:
