Descriptive Summary: We are issuing this Chief Judge Bulletin (CJB) pending revisions to HALLEX I-1-6-1, to document our new policy allowing all members of hearings operations management to sign responses to congressional inquiries.

After the Hearings and Case Processing System (HACPS) release on July 22, 2023, staff will be able to prepare responses to congressional inquiries in HACPS. Currently, HALLEX I-1-6-1 requires either an Administrative Law Judge or a Hearing Office Administrative Law Judge to sign the letter. In HACPS, any member of HO management may sign these letters, and we are in the process of updating HALLEX to be consistent with this change.

Please direct all program–related and technical questions to your Regional Office (RO) support staff. RO support staff may refer questions or unresolved issues to their Headquarters’ contacts in the Office of the Chief Administrative Law Judge.
