RM 00207.001 SSN Unknown for Worker in Claims Case - General
A Correct a typographical error in the first sentence.
In support of Information Technology Modernization (IT Mod), the Numerical Identification "NUMIDENT" query was replaced with a new web-based query on October 20, 2018. This transmittal updates references to the NUMIDENT Query with plain language descriptors.
In support of Information Technology Modernization (IT Mod), the Alpha-index query was replaced with a new web-based Alphabetical Identification (Alphident) Query on June 29, 2019. This transmittal replaces obsolete references to "alpha-index query" with "Alphabetical Identification (Alphident) Query."
Corrected a typographical error in the second bullet point.
Without the worker's SSN, FOs cannot request earnings records. The FO must locate an existing number or assign a new one before transmitting an earnings record request.
Determine an existing SSN from:

10240.030, and RM 10240.040.)
If you cannot locate the SSN via queries, ask whether the SSN could be on record with a local source such as a former employer. If so, encourage the claimant to contact the source immediately for the SSN.
If you are unable to locate an SSN, obtain an SS-5 to assign one.
NOTE: Foreign claimants often will not know the SSN of the worker on whose record they are applying for benefits. Even if an SSN is known, do not overlook the possibility of multiple numbers.
