Purpose
The purpose of this emergency message is to inform technicians of the 16 newly established Gold Card Program Class of Admission (COA).
Background
Executive Order 14351 established the Gold Card Program, creating new employment-based immigrant categories for individuals who make an unrestricted gift to the Department of Commerce under 15 U.S.C. 1522, or for whom a corporation or similar entity makes such a gift.
The program extends eligibility to the principal applicant, their spouse, and children. In response, the Department of State and the Department of Homeland Security have introduced 16 new COAs for the Gold Card Program.
COAs for the Gold Card Program:
When technicians process enumeration actions, they should be aware of the following COAs for the Gold Card program. Individuals participating in the Gold Card Program can be identified by one of the following COAs:

· G12: Spouse of G11 or G14 (Arrival)
· G13: Child of G11 or G14 (Arrival)

Documentation:
Individuals with these COAs are classified as immigrants. They may present the following documentation containing any of the above COAs:
· Form I-551, Permanent Resident Card (Gold Card version)
· Form I-94, Arrival/Departure Record with a Temporary I-551 Permanent Resident Stamp
· Foreign passport with a Temporary I-551 Permanent Resident Stamp
· Foreign passport with a Temporary I-551 Machine-readable Immigrant Visa
Systematic Alien Verification for Entitlements (SAVE) Verification Guidance:
SAVE will provide an initial verification response of “Lawful Permanent Resident - Employment Authorized” for the 16 Gold Card COAs.
Technicians should request Additional Verification if the SAVE response is not as anticipated.
