A. Purpose
    This emergency message (EM) is to inform technicians that the name of the Call-In Notice has changed to the Electronic Payment Reminder. The notice is enhanced to remind debtors currently in the Recovery and Collection of Overpayment Process (RECOOP) System that they can electronically repay their debt(s). To prevent a large systematic workload, SSA’s internal systems screens will continue to show the name of the prior version – Call-In Notice.

    This notice change will not change overpayment or remittance processing instructions for SSA technicians in the Field Office (FO), Teleservice Center (TSC), or Processing Center (PC).

    B. Background
      The Office of Financial Policy and Operations’ goal is to improve the efficiency of the RECOOP system’s Call-In Notice due to the low response rate and systematic restraint.

      Prior to issuing the Call-In Notice, which asked the debtor to repay his or her SSA Title II or Title XVI debt, a debtor in non-pay status receives multiple RECOOP notices. The RECOOP Call in-Notice is necessary as it triggers systematic indicators in the Debt Management System (DMS) that prepares for the next phase of the recovery process, the Treasury Offset Program.

      C. Instructions

      When a beneficiary, recipient, or representative payee calls because they received an Electronic Payment Reminder Notice, follow policies and procedures outlined in:

        · GN 02210.000 - Methods of Recovery for Title II, Title VIII, Title XVI and Title XVIII Overpayments.

      NOTE: The title of the physical notice has changed to “Electronic Payment Reminder,” however, internal systems such as DMS and Online Retrieval System (ORS) still reflect Call-In Notice.

      Direct all program–related and technical questions to your Regional Office (RO) support staff using vHelp or Program Service Center (PSC) Operations Analysis (OA) staff. RO support staff or PSC OA staff may refer questions or problems to their Central Office contacts.
