We are writing to advise you that the agency published a Final Rule in the Federal Register that will become effective September 3, 2013, that changes the term “Mental Retardation” to “Intellectual Disability” in our regulations. Since we are currently unable to make the corresponding changes in our FIT decision templates, we are providing instructions on how to make these changes in individual decisions.
Until we update the FIT decision templates, you will need to modify the decision language to ensure that the proper term is used in all decisions involving “intellectual disability.”
To do so, use the Find and Replace dialog box in the decision document every time you generate a decision. To open the Find and Replace dialog box, use keys CTRL+H or click on the Replace icon in the Home tab to open the Replace tab of the dialog box.
On the Replace tab of the dialog box, enter “mental retardation” in the ‘Find what:’ textbox and “intellectual disability” in the ‘Replace with:’ textbox. Select the MORE>> button to expand the dialog box to include advanced Search Options.
After expanding the Find and Replace dialog box with the advanced Search Options, select the Match case checkbox. Once entered as shown, click on the Replace button and Find Next to replace each applicable instance. Once you have completed the process, the document will be updated with the proper term.
Please note that while Autocorrect may be an option for replacing the term, the use of Autocorrect is not recommended, as the term “mental retardation” may be used in the medical evidence. Therefore, we also suggest that you check the decision even after applying the changes via Find and Replace.
