Background

We are updating Program Operations Manual System (POMS) sections in NL 00725 of Modernized Claims System (MCS) effective August 26, 2022. Language changes for notices in the attached sections are a direct result of updates requested by Policy, Office of Retirement and Disability Policy (ORDP), Office of the Chief Business Officer (OCBO), and Office of Electronic Systems and Technology (OEST).

Since the beginning of the COVID-19 pandemic, we adjusted the availability of in-person service across all our field sites. We currently provide in-person service for limited critical need cases and by appointment only. While we have made changes to our website and a number of applications to direct customers to our online and phone service options, we still have referral language in nearly every notice we send out that tells the public that they “can visit any Social Security office.” To align with the vision for our future business model, the proposed changes to these notices will help direct customers to preferred service channels.

We are making changes to some of our Non-Referral UTIs that encourage customers to “visit” our offices to complete their business or to get help, as well as replacing some of our Referral (REF) UTIs with three standard referral paragraphs, with optional referral language for various case scenarios. These UTIs span a variety of topics and notices. Updating these UTIs will create uniformity throughout the notice systems.

Summary of Changes

NL 00725.120 “ALS” UTIs – Appeals

We are making changes to UTIs ALS023, ALS042, ALS048, ALS049, ALS122 and ALSR01 to update the appeal language by directing the beneficiaries to file appeals in writing by obtaining the necessary forms available online at SSA's forms URL. We also coded all URL’s as fill-in’s.

 

NL 00725.310 “MHP” UTIs – Medicare Health Plan

We are making changes to UTI MHP053 to remove the statement that gives the option to visit the nearest Social Security office. The new language encourages the customers to call for more information or make an appointment.

 

NL 00725.375 <Quote>REF</Quote> UTIs – Referral

We are removing the current referral UTIs that encourage the customers to visit any Social Security office and replacing them with three (3) standard referral paragraphs that will also be paired with optional referral language for various case scenarios. The new replacements are REF196 replaces REF001, REF197 replaces REF185, REF198 replaces REF0011, REF012 and REF013; REF210 replaces REF003 and REF211 replaces REF008.

 

NL 00725.460 ‘VRN” UTIs – Vocational Rehabilitation

We are making changes to UTI VRN006 to update the web link to the publication that gives additional information about how work and earnings affect disability benefits. We are also adding a fill-in with the fill-in choices as You, He, She to the beginning of the last sentence before the bullets.

 

NL 00725.485 “WEP” UTIs – Windfall Elimination Provision

We are making changes to UTIs WEB003 and WEB004 to update the web link to the publication that shows the factsheet titled "Windfall Elimination Provision," that shows how non covered pensions affect benefits and changing the word "see" in the last senetence of the paragraph to "view" for those that may be visually impaired.
