Background

This transmittal revises instructions for a change of address completed through myCOA. We re-wrote this section to clarify current procedures and include instructions allowing Title II U.S. citizens to make Foreign and Domestic address changes. Additionally, we made revisions for inclusive language and editorial changes to comply with the agency’s plain language writing standards.

Summary of Changes

GN 02605.002 MySocialSecurity Change of Address (MyCOA)

Reworded title of section to read my Social Security Change of Address (myCOA).

Subsection A

  • Changed "beneficiary" to "user;"

  • Added Title XVI users with payment status codes of C01, N01, S08, and E01, and concurrent users can update their telephone number only using myCOA;

  • Added the user will receive a notification via email and mail to inform them of the recent changes and a receipt confirmation of the change in their Message Center inbox;

  • Added the SSR will update for Title XVI; and

  • Added Note: Title II U.S Citizens can make Foreign and Domestic address changes.

GN 02605.002 my Social Security Change of Address (myCOA)

A. Description of my Social Security Change of Address (myCOA)

myCOA is an online application that allows Title II users with electronic access to my Social Security, to update their address or telephone number. Title XVI users with payment status codes of C01, N01, S08, and E01 and concurrent users, can use myCOA to update their telephone number. The change will take place without the user having to contact an SSA employee. The user will receive a notification via email and mail to inform them of recent changes. In addition, the user will receive a receipt confirmation of the change in their Message Center inbox. myCOA processes the new information through existing batches and posts it to the Master Beneficiary Record (MBR) for Title II and to the Supplemental Security Record (SSR) for Title XVI.

NOTE: Title II U.S. Citizens can make Foreign and Domestic address changes.

B. Electronic access to myCOA

In order to access myCOA, users must successfully register via my Social Security and pass the electronic access authentication process. For more information, refer to TC 24505.010 and OA 00220.000.

C. myCOA exclusions

  1. 1. 

    The myCOA application cannot be used for:

    • SSI eligible and concurrent users who want to update their mailing address (eligible SSI users can update their telephone number only);

    • Individuals with a representative payee;

    • Prisoners; or

    • Individuals with a pending initial claim or appeal.

  2. 2. 

    A user with electronic access to my Social Security can only change their own address and telephone number via the internet. The user cannot make changes for anyone else (e.g., family members); even if they are paid benefits under the same account number.

D. Process

The myCOA application generally follows the current business process and guidelines outlined in the TC 09000.000 and GN 02605.000.

Users will access the myCOA input screen through the “Contact Link,” located in the “My Profile” tab. The input screen will allow the user to:

  • view any address and telephone number information that we currently have on our records (Title II, Title XVI, and concurrent users);

  • update their telephone number. This change will be reflected in the user’s profile immediately (Title II, Title XVI, and concurrent users); and

  • update their mailing address with the option to have the change made “today” or “on a later date” (within 90 days) (Title II users only).

The Title II Redesign program processes changes of address and telephone number inputs from myCOA and the Post-Entitlement Online System (POS). This is the same program that processes address and telephone number changes that field office (FO) and teleservice center (TSC) technicians input for beneficiaries.

Once the user submits a change via the internet and discovers they made a mistake, they can make the correction via the myCOA input screen. The user can also make a correction by contacting the FO or 800# the next day to report the change.

The myCOA changes are reflected in the MBR and SSR overnight. Address changes with future effective dates remain pending until the appropriate month.
