A. Purpose
This emergency message (EM) informs technicians about the termination of the CHNV parole program. It also provides guidance on how to handle enumeration requests from certain non-citizens from Cuba, Haiti, Nicaragua, and Venezuela and their immediate family members who participated in the CHNV parole program.
B. Background
On January 5, 2023, the Department of Homeland Security (DHS) announced a new parole process for nationals of Cuba (CHP), Haiti (HHP), Nicaragua (NHP), and Venezuela (VHP) and their immediate family members. This process allowed eligible individuals to request parole to enter the United States; however, parole under this program did not automatically confer work authorization.
On March 25, 2025, DHS announced the termination of the CHNV parole program as part of Executive Order 14165, “Securing Our Borders,”.
On April 14, 2025, a preliminary injunction was issued, temporarily halting the termination of the CHNV program.
On May 30, 2025, the Supreme Court of the United States issued an order lifting the preliminary injunction.
On HYPERLINK "https://www.dhs.gov/news/2025/06/12/dhs-issues-notices-termination-chnv-parole-program-encourages-parolees-self-deport"June 12, 2025, DHS began sending termination notices to noncitizens who were paroled into the U.S. under the CHNV program informing them that both their parole is terminated and their parole-based employment authorization is revoked – effective immediately.
NOTE: DHS does not intend to collect the revoked employment authorization cards, but the SAVE verification will reflect the parolee’s current immigration status and work authorization.
C. Field Office Processing Instructions
1. CHNV Applicant Submits an I-94
a. CBP has updated the electronic I-94 for these individuals to display a new admit until date of April 24, 2025.
NOTE: Always request the most recent immigration document. An I-94 showing a class of admission of CHP, HHP, NHP, or VHP with a date later than April 24, 2025, is not the most recent document and should not be used.
b. Process enumeration applications for noncitizens with documentation which indicate a Class of Admission (COA) of CHP, HHP, NHP, or VHP via Social Security Number Application Processing (SSNAP) following normal parolee procedures.
c. SAVE will return “No Status not employment authorized” for CHNVs whose parole status is terminated.
d. If the applicant alleges another lawful status or a valid non-work reason for requesting an SSN, develop for evidence of that status or reason.
e. Technicians should issue a refusal notice (L-676) when the applicant does not provide evidence of another lawful status or a valid non-work reason.
2. CHNV Applicant Presents an I-766 Employment Authorization Document (EAD)
a. The EAD will display a category code of “C11.”
NOTE: “C11” is used for various immigration statuses, not exclusively for CHNV parolees.
b. SAVE will return “No Status not employment authorized.”
c. If the applicant alleges another lawful status or a valid non-work reason, develop for evidence.
d. Technicians should issue a refusal notice (L-676) if the applicant does not provide evidence of another lawful status or a valid non-work reason.
NOTE: Do not use this EAD for identity purposes as DHS has deemed it invalid.
3. General Processing Reminders
o Do not process a Social Security Number (SSN) application when a non-immigrant submits an expired DHS document or one that will expire within 14 days, since we cannot assign an SSN per RM 10211.135.
o If an applicant submits Form I-766 (EAD) then the technician should follow RM 10211.200.
o Always verify the most current immigration status and work authorization using SAVE.
Direct all program and technical related questions to your field office (FO) management or Program Service Center (PSC) Operations Analysis (OA) staff. PSC OA staff may refer questions, concerns, or problems to their Central Office contacts.
