We revised these instructions to conform to the final rules “Revisions to Rules Regarding the Evaluation of Medical Evidence,” which became effective on March 27, 2017.

Summary of Changes

We revised this POMS section, including the title, for consistency with the final rules “Revisions to Rules Regarding the Evaluation of Medical Evidence.” We added references to DI 24503.005B for the categories of evidence, and DI 24503.001B for our policy on what we do not consider as evidence.

A. Purpose of case development

We develop evidence from medical and nonmedical sources to establish:

  • whether the claimant is disabled or blind,

  • the date disability began, and

  • the date disability ended, if applicable.

B. Definition of evidence

Evidence is anything the claimant or anyone else submits to us, or that we obtain, that relates to the claim for disability benefits.
