GN 03315.020 Disclosure Concerning Missing Individuals

We may only provide information on missing individuals under certain conditions. In
general, if our records do not show the individual is deceased, we must presume the
individual is alive. We cannot disclose information about a living individual without his or her consent
unless that information is required to take an application for benefits.

Individuals applying for benefits based on another number holder’s (NH) record may
not know the NH’s SSN or status. However, this does not mean the NH is missing or
deceased. Follow the policies and procedures for the presumption of death of a missing
      person in GN

00304.025B if the individual wants to file a benefit application and claims the NH is missing
      or deceased.

NOTE: We cannot accept requests to forward letters to assist the public in locating missing
individuals. SSA ended letter-forwarding services on May 19, 2014.
