RM 03812.014 Non-Covered Earnings Alleged

1. A. 

   Cases involving non-covered earnings should not be scouted.

2. B. 

   Prepare a closeout letter using appropriate guide paragraphs. The most common examples of non-covered earnings are:

   1. 1. 

      Wages prior to 1937.

   2. 2. 

      Self-employment income prior to 1951.

   3. 3. 

      Military service prior to 1957.

   4. 4. 

      Employment “outside” the United States prior to 1951.

   5. 5. 

      Domestic service prior to 1951.

   If coverage is questionable, have a coverage technician resolve the coverage issue per RM 03856.
