GN 00505.016 Legal Guardian Appointed - Foreign Claims

Where the recommended payee is a legal guardian of the beneficiary's estate, obtain a certified copy of the appointment papers. It will ordinarily be sent by the consular officer with the application for change in payee. If, however, proof of appointment is not readily available, payment to the guardian may be started before receipt of the letters of appointment.
