GN 01706.140 Italian Life-to-Death Conversions
The instructions in this section apply only to cases where the United States is paying
totalization benefits.
Italy requires that an application for survivors benefits be filed even if the survivor
was entitled to life benefits at the time of the worker's death. If the survivor resides
in the United States and was entitled to life benefits from Italy, INTPSC will initiate
development to obtain the SSA-3954-BK-IT and evidence for Italy. If the survivor resides
in Italy or a third country, INPS will obtain an application directly, although the
module should advise the survivor(s) to contact INPS to file a claim.
The servicing DO for each family unit in the United States must be requested to obtain
a totalization application and any required evidence including proof of lag earnings
through the month of death. Documentary evidence of death is not needed unless it
is otherwise required to pay U.S. benefits. The claim should be restricted to Italy,
and only work covered under the Italian system since the date of the original application
or most recent recomputation request should be included in item 11 of the SSA-3954-BK-IT.
