GN 01746.012 How VARO Processes and Develops Claims Filed With Japanese Agencies

A. Process

When a non-entitled person contacts a Japanese social insurance agency to file a claim for U.S. benefits, that agency sends the following information to VARO:

  • A liaison form certifying the filing date for the claim

  • Japanese coverage certification if it is readily available.

  • Available medical evidence if the claim is for disability benefits

If the Japanese agency is aware that the person is already receiving U.S. benefits, they will restrict the claim to Japanese benefits only and request a U.S. coverage record and entitlement information from VARO as needed.

B. Procedure

This procedure explains how VARO should process referrals from Japanese agencies.

1. Claimant Entitled to U.S. Benefits

Forward all material to OIO annotated “already entitled to U.S. benefits.”

2. Claimant Not Entitled to U.S. Benefits

Process the claim in the same manner shown in GN 01746.010B.
