If an auxiliary or survivor's benefits are suspended for failure to comply with drug addiction and alcoholism treatment provisions, that person's benefits are redistributed to the other auxiliaries or survivors on the record using the deduction before reduction rules. Such redistribution is not subject to the facility of payment provision, even if the adjustment is for a month prior to 01/1996.
