GN 02607.510 Enumeration Verification System (EVS) Codes On PUPS Records And PUPS Alerts

A. Process - EVS codes found on PUPS records and PUPS alerts

Some correctional facilities report their inmate data directly to CO. Some facilities report in electronic formats (diskettes, faxes, etc) or via paper reports through the FOs. EVS first processes all the incoming data to electronically verify the SSN. EVS assigns an EVS code to an SSN to indicate the degree of SSN validation or accuracy. See the EVS codes listed in GN 02607.975A.

1. EVS codes on PUPS alerts

The PUPS alert shows the EVS code as alpha or numeric character field. See GN 02607.975A. for the character descriptions for this field. A facsimile of a PUPS alert is located in GN 02607.975D.

2. EVS codes on PUPS records

The PUPS record, specifically, the PURS screen (see MSOM PRISON 003.005 for the description of the PURS screen) shows the EVS code as one-position alpha or numeric code. See GN 02607.975A. for the code entries for this field.

NOTE: Incoming records may not always include month of confinement, i.e., month of confinement is blank, but PUPS will generate an alert if there is a match based on other data. Check the confinement dates carefully to ensure accurate case processing.

3. Analyzing the EVS code for identity accuracy

When verifying the identity of the reported inmate by using the EVS code generated on the PURS screen, or on the PUPS alert, remember that:

    EVS Codes of V, L, generally do not require identity resolution but must be reviewed for accuracy to ensure that SSA has identified the correct SSA beneficiary for possible suspension,

    EVS codes of 2, 3, 4, A, B, E, and F, require the technician to check other SSA records, e.g., the MBR, SSR, ALPHIDENT, NUMIDENT, etc., to try and verify the identity of the inmate on the PUPS alert/record. EVS uses NUMIDENT data that may not always agree with MBR/SSR data; e.g., an EVS code “3” PUPS record shows discrepant dates of birth (DOB) between the incoming data and the SSR. (See GN 02607.600 for instructions on processing questionable identity issues.), or

    NOTE: If SSA properly establishes the DOB on the Client Identification (ACID) screen from the Integrated Client Database (ICDB), or MBR/SSR, i.e., proof of birth code of "B," consider this a positive identification.

    EVS codes of 2, 3, 4, A, B, E, and F, may require further contact with the beneficiary to be sure that the inmate is really the same individual as our beneficiary if SSA records cannot resolve the identity discrepancy. See GN 02607.600 for resolving identity issues for a beneficiary.

B. Process - EVS codes found on PUPS records and PUPS alerts from the unverified prison system (UPS)

1. EVS codes in UPS—central office (CO) computer matching operation

When the CO Prisoner Computer Matching EVS Operation cannot verify identity, EVS sends the unverified SSNs to OCO to review and find possible SSNs that belong to the unverified SSNs. OCO selects an SSN and enters the selected SSN into the Unverified Prisoner System (UPS). UPS transmits the manually verified SSN back through the Prisoner Suspension Computer Matching Operation. PUPS creates new PUPS pending records and skeleton records from this process. EVS assigns EVS codes of "E" and "F" to the manually verified OCO selected SSNs. The FO will always receive PUPS pending records with EVS codes of E and F. These codes need very careful identity review and resolution as well as other missing inmate data development action. See GN 02607.975A. for a description of the EVS codes.

a. UPS EVS codes of "E"

E = MANUALLY CORRECTED--The input SSN did not verify and a possible SSN was located by a manual process (OCO). When OCO initially locates an SSN for an unverified record, the PUPS alert will reflect a verification code of "E."

b. UPS EVS codes of "F"

F = AUTO CORRECTED--The input SSN did not verify and the SSN was auto-corrected by matching to previously corrected data (UPS).

When OCO locates an SSN for an incoming unverified SSN, OCO annotates the manually verified SSN into the UPS history file as a verified SSN. If SSA receives a subsequent report where the identifying information (SSN) matches information already on the UPS history file, UPS will automatically correct the new unverified item to equal the SSN information on the UPS history file. UPS will pass this SSN back to the Prisoner Suspension Matching Operation. The UPS SSN will create a new PUPS alert and the EVS code on the PUPS record will change to "F."

2. Processing PUPS alerts with EVS codes of E and F

See GN 02607.600 for resolving identity issues for PUPS records with EVS codes of E and F. Some of the EVS Codes E and F are error-prone. If the EVS codes of E or F identifies an incorrect person, clear the PUPS records as CLEAR CONTROL - ERRONEOUS PERSON on the PUPS record, and correct the BOAN. See MSOM 216-O for instructions on correcting the BOAN if it is incorrect. See MSOM PRISON 003.001-13 for erroneous person PUPS procedures.

NOTE: FO personnel should recognize that "E" and "F" EVS codes represent a manual identification of the SSNs. Manually verifying SSNs is generally more human "guess work" than the automated matching of SSNs done through the regular EVS process. Handle the process of verifying identity for EVS codes of "E" and "F" on PUPS alerts with sensitivity when contacting beneficiaries. Often, you will find the PUPS records with EVS codes of E or F are not a good identity match.

3. Distribution of UPS alerts codes of E and F

FOs receive all PUPS pending records with EVS codes of "E" and "F" for processing.
